What March 2023 actually showed

USDC fell to roughly $0.87 when Silicon Valley Bank, holding $3.3bn of its reserves, failed. Circle disclosed the exposure immediately and the peg was back near $0.99 within about two days once the deposits were guaranteed. That is a reserve access problem, disclosed and resolved — a different event from a stablecoin that de-pegged because there were no reserves, and the rubric does not treat them the same.

The fix was to move about 88% of reserves into a BlackRock-managed government money market fund held at BNY. Circle now also runs an OCC-supervised national trust bank, opened 24 Jul 2026, and files audited accounts with the SEC. The open question is freezing: Circle acts on court or law-enforcement direction, not on its own judgment, which in 2026 meant freezing 16 business wallets on a sealed civil case and not freezing stolen Drift funds moving through its own bridge.
