Ripple CEO Brad Garlinghouse called the failed vote a sting for the industry but said it would not change his company's broader expansion strategy.
The market reacted almost immediately. Bitcoin fell more than 5% during the session as the cloture vote moved toward failure, while shares of Coinbase and Circle dropped as much as 10%.
The legislative drama has landed on top of an already jittery market. As of September 16, Bitcoin is trading around $75,926, sitting in a daily structure that's still technically holding up even as the hourly chart has turned bearish. The wider crypto market has taken a harder hit, with total market capitalization down 4.70% over the past 24 hours while Bitcoin's dominance climbed to 58.49% — a sign that capital is rotating into Bitcoin as altcoins get sold off harder.
Adding to the tension, total crypto liquidations over the past 12 hours reached roughly $250 million, with around $178 million of that coming from short positions being forced closed. Analysts point to near-term support in the $75,000–$77,000 zone, with $79,000–$80,000 standing as the first meaningful resistance and a break above $82,000 needed to open the path higher.
All eyes are now on the Federal Reserve. The FOMC is scheduled to announce its rate decision on September 16 at 2:00 p.m. Eastern time, with markets pricing in a real chance of a hike after a hot CPI print earlier in the month. Traders are treating the outcome as close to a coin flip, with roughly a 60% probability assigned to a 25-basis-point move — a level of uncertainty that's keeping volatility elevated across both crypto and equity markets. Institutional demand hasn't disappeared, however. Spot Bitcoin ETFs pulled in nearly $987 million last week despite the price decline, suggesting large buyers are still accumulating through the volatility rather than stepping away.
For U.S. crypto markets, the next 24 hours carry outsized weight. A failed CLARITY Act vote removes a near-term regulatory tailwind just as the Fed's decision threatens to reset the interest-rate backdrop that's been shaping risk appetite all year. Whether Bitcoin holds its $75,000 floor — or the CLARITY Act finds a second life in a revised form — will likely set the tone for crypto markets through the rest of the fourth quarter.
